NEET-SS is an eligibility-cum-ranking examination prescribed as the single entrance examination for admission to various DM/MCh and DrNB Super Specialty courses as per as per Section 61(2) of the National Medical Commission Act, 2019.

No other entrance examination, either at the state or the Institution level, shall be valid for entry to DM/MCh/DrNB Super specialty courses as per the Indian Medical Council (Amendment) Act, 2016 w.e.f. 2017 admission session. Qualifying NEET-SS is mandatory for entry to DM/MCh/DrNB Courses under various Universities/ Institutions in the country.

Scope of NEET-SS

NEET-SS 2021 shall be the single eligibility cum entrance examination for admission to Super Specialty Courses for the academic session 2020-21 which will include the following:

       All DM/MCh Courses in the country including all Private Medical Colleges/Institutions/Universities/Deemed Universities.

       All DM/MCh courses at Armed Forces Medical Services Institutions

       All DrNB Super-specialty Courses (except Direct 6 Years DrNB Courses)

The following Medical institutions are not covered for admission to DM/MCh courses through NEET-SS for 2021 admission session:

1.    AIIMS, New Delhi

2.    PGIMER, Chandigarh

3.    JIPMER, Puducherry

4.    NIMHANS, Bengaluru

5.    Sree Chitra Tirunal Institute for Medical Sciences and Technology, Thiruvananthapuram

No state government/private medical college/Universities including the UT of Jammu & Kashmir shall be conducting any separate entrance for admission to their DM/MCh Courses for the academic session 2021-22

About National Board of Examinations in Medical Sciences

The Government of India established the National Board of Examinations in Medical Sciences (NBEMS) in 1975 with the objective of improving the quality of the Medical Education by establishing high and uniform standards of postgraduate examinations in modern medicine on an All India Basis and utilizing existing healthcare infrastructure for capacity building

Eligibility Criteria for NEET-SS 2021:

The applicant must meet/fulfil the following criteria:

1.     Candidates who are in possession of recognized post graduate medical Degree/Provisional Pass Certificate (MD/MS/DNB) or an equivalent recognized qualification or likely to be in possession of the same by 30th November 2021 in accordance with eligible feeder specialty qualifications for super specialty courses as mentioned in Annexure B of this Information Bulletin can apply for NEET-SS 2021.

2.     Candidates found to be ineligible at any stage of NEET-SS 2021 will not be permitted to appear in the examination. In an unlikely event of any ineligible candidate appearing and/or being successful in NEET SS 2021, the result/ candidature of such candidate shall be cancelled and/or is deemed to be cancelled as and when the ineligibility is detected.

3.     The cutoff date for qualifying MD/MS/DNB Broad Specialty/ eligible feeder qualification towards determination of eligibility for appearing in NEET-SS 2021 shall be 30th November 2021.

4.     Requests for appearing in NEET-SS 2021 from candidates who are qualifying and/or getting the results of their MD/MS/DNB qualifications/eligible feeder qualifications after 30th November 2021 shall be summarily rejected.

5.     Registration with NMC/State Medical Council is mandatory and its documentary proof should be furnished at the test Centre on the examination day.

6.     In terms of the Gazette Notification No CG-DL-E-04032021-225647 Part II- Section 3 - Sub section (ii) dated 04.03.2021 of MHA for OCI, the foreign nationals shall not be eligible.

7.     Candidates already pursuing or have joined a Doctoral Course (DM/MCh/DrNB) through NEET-SS are not eligible for admission to DrNB Superspecialty courses through NEET-SS 2021 for the entire duration prescribed for the course already joined by them earlier. This shall be irrespective of their resignation or discontinuation from the said course due to any reason.

8.     Eligibility of candidates issued admit card for the examination shall be purely provisional. Appearing in NEET-SS 2021 does not confer any automatic rights upon the candidate for admission to DM/MCh/DrNB Super Specialty courses.

How to Apply:

Application for NEET-SS 2021 can only be submitted online through National Board of Examinations in Medical Sciences website https://nbe.edu.in There is no other methodology for application submission. Application submitted through any other mode shall be summarily rejected. Applications of candidates producing false or fabricated information shall not be considered and candidates may be further debarred from appearing in any future examinations conducted by NBEMS/MoHFW/other Institutions.

1.    Examination Fee:

Examination Fee per Group*: Rs. 4250

*Excluding charges as may be applicable by various payment gateways. GST has been EXEMPTED as per Department of Revenue, Ministry of Finance, Govt of India circular no 151/07/2021-GST dated 17.06.2021

2.    Candidate shall be required to pay the examination fee as mentioned above for each group in which he/she chooses to appear. For eg. A candidate with MD Paediatrics qualification who chooses to appear in question papers for both Medical and Paediatric Groups shall be required to pay Rs. 4250 + 4250 = 8500/- towards examination fee. Please refer chapter - 4 for details of scheme of examination

3.    Applications forms once submitted cannot be withdrawn. Fee shall neither be carried forward to a future date nor refunded under any circumstances. Application once submitted cannot be withdrawn. Any claim for refund, adjustment or carrying forward of Application fee will not be entertained.

4.    How to pay: The prescribed exam fee should be remitted through payment gateway provided using a Credit Card or a Debit Card issued by banks in India or other modes as may be made available and have been provided on the web page. Fee cannot be deposited through any mode other than the payment gateway available while submitting online application form submission.

5.    Examination fees in respect of candidates who are absent or have been declared ineligible due to any reason will be forfeited. Candidates are advised to read the information bulletin for NEESS 2021 carefully and satisfy the terms and conditions for fulfilment of eligibility criteria before proceeding for payment of fees

Eligibility:

·         The candidate must hold a Bachelor’s Degree, with at least 50% marks or equivalent CGPA [45% in the case of candidates belonging to the Scheduled Caste (SC), Scheduled Tribe (ST) and Persons with Disability (PwD) categories], awarded by any University or educational institution as incorporated by an Act of Parliament or State legislature in India or declared to be deemed as an University under Section 3 of the UGC Act, 1956, or possess an equivalent qualification recognised by the Ministry of HRD, Government of India.

·         Candidates appearing for the final year of Bachelor’s degree/equivalent qualification examination and those who have completed degree requirements and are awaiting results can also apply. However, it may be noted that such candidates, if selected, will be allowed to join the programme provisionally, only if they submit a certificate from the Principal/Registrar of their University/Institution (issued on or before the date as stipulated by the respective IIM) stating that they have completed all the requirements for obtaining the Bachelor’s degree/equivalent qualification on the date of issue of the certificate.

·         Candidates applying for CAT 2021 should fulfill any one of the following conditions:

  • Completed Bachelor’s degree with the required percentage of marks*.
  • Completed professional degree (CA/CS/ICWA/Fellow of the Institute of Actuaries of India (FIAI)) with required percentage*.
  • Should be in the final year of Bachelor’s degree with required percentage*.  *SC/ST/PwD candidates should have a minimum 45%. For General, EWS and NC-OBC candidates, the minimum is 50%.

·         The percentage of marks obtained by the candidate would be calculated based on the practice as followed by the respective University/Institution. In case of grades/CGPA, the conversion to percentage of marks would be based on the procedure as certified by the respective University/Institution. If any University/Institution confirms that there is no scheme for converting CGPA into equivalent marks, the equivalence would be established by dividing the candidate’s CGPA by the maximum possible CGPA, and multiplying the result with 100.

·         IIMs may verify eligibility at various stages of the selection process, the details of which are provided at the website www.iimcat.ac.in. Applicants should note that the mere fulfilment of the minimum eligibility criteria will not ensure consideration for shortlisting by IIMs. Candidates must declare and maintain a valid and unique email account and a mobile phone number throughout the selection process.

Reservation

·         As per the legal requirements, 15% of the seats are reserved for Scheduled Caste (SC) and 7.5% for Scheduled Tribe (ST) candidates. 27% of the seats are reserved for Other Backward Classes candidates belonging to the “non-creamy” layer (NC-OBC). Up to 10% of the seats are reserved for Economically Weaker Sections (EWS) candidates.

·         For the purpose of being considered for reservations, the applicable Central Government list as on the last date of CAT registration shall be binding. No subsequent changes will be effective for CAT 2021 and any subsequent selection process of the IIMs. For an updated central list of state-wise OBCs eligible for availing of the benefit of reservation and information in respect of the creamy layer, visit the website http://www.ncbc.nic.in

·         As per the provisions of The Rights of Persons with Disabilities Act, 2016 (RPwD Act 2016), 5% seats are reserved for Persons with Benchmark Disabilities (PwD). “Person with Benchmark Disability” means a person with not less than forty percent (40%) of a specified disability where a specified disability has not been defined in measurable terms and includes a person with disability where the specified disability has been defined in measurable terms, as certified by the certifying authority. “Specified disability” means the disabilities as specified in the Schedule of the RPwD Act 2016. The categories of disability are:

a) Blindness and low vision

b) Deaf and hard of hearing

c) Locomotor disability including cerebral palsy, leprosy cured, dwarfism, acid attack victims and muscular dystrophy.

d) Autism, intellectual disability, specific learning disability and mental illness

e) Multiple disabilities from amongst persons under clauses (a) to (d)

f) Other ‘specified disabilities’ mentioned in ‘The Schedule’ of the RPwD Act 2016

·         The candidates belonging to the reserved categories need to note the eligibility requirements carefully before applying. It should be noted that while it is the endeavor of IIMs that the candidates belonging to SC/ST/NC-OBC/EWS/PwD categories join the Programme in proportions mandated by the law, they have to meet the minimum eligibility criteria and a certain minimum level of performance to be considered for the admission process.

·         The candidates should read the updated description of the selection process followed by each IIM on their respective websites. No change in the category will be entertained after CAT registration. The applicants are advised to pay attention while registering.

Additional Information for SC, ST, NC-OBC, EWS and PwD

·         If a candidate belongs to the SC or ST categories, the respective caste/tribe must be listed in the Government of India schedule. The caste certificate that the candidate submits to IIM should be in the Government of India approved format and should clearly state: (a) Name of the caste/tribe; (b) Whether the candidate belongs to Scheduled Caste or Scheduled Tribe; (c) District and State or Union Territory of the candidate’s ordinary residence; and (d) the appropriate Government of India schedule under which the candidate’s caste/tribe is approved by it as Scheduled Caste or Scheduled Tribe.

·         A copy of the SC/ST/NC-OBC/EWS/PwD certificate(s) must be uploaded at the time of the CAT application registration. Failure to upload a copy of the caste/class certificate will result in the rejection of a candidate’s CAT registration.

·         The SC/ST/NC-OBC/EWS/PwD certificate(s) must be shown and a photocopy should be submitted at the time of interviews. Moreover, the certificate(s) must be submitted at the time of joining the programmes of any of the IIMs. Failure to do so during the post CAT selection process will result in the candidate not being considered under the reserved category.

How to Apply:

PAYMENT OF CAT REGISTRATION FEE:

·         Rs. 1150 for SC, ST and PwD category candidates.

·         Rs.2200 for all other categories of candidates.

Please note that a candidate needs to pay the registration fee only once, irrespective of the number of institutes he/she is applying for. SC, ST and PwD candidates must upload a copy of their SC/ST/PwD certificates at the time of registration. Fees once paid cannot be refunded under any circumstances.

REGISTRATION FOR CAT:

The CAT 2021 registration window opens at 10.00 a.m. on August 4, 2021 and will close at 5:00 p.m. on September 15,

2021. The details will be available in the registration guide. At the time of registration, the candidates have to select any six test cities, as per their preference, from a drop-down menu. After the last date of registration, candidates will be allotted one among the six preferred cities subject to availability. In the rare case that a candidate is not allotted any of the preferred cities, he/she will be allotted a nearby city. The candidates can download the admit cards from October 27, 2021 until November 28, 2021.

TEST CENTRES

CAT will be conducted in centres spread across around 158 test cities. Test cities will be mentioned in the CAT website and the name of the test centre will be indicated in the Admit Card. IIMs reserve the right to change or cancel any test centre/city and/or change the test time and date at their discretion.

CAT 2021 SCORE

Candidates' CAT 2021 scorecards will be made accessible on the CAT website. Candidates may also be intimated individually by SMS. The CAT results are likely to be declared by the second week of January, 2022. The CAT 2021 score is valid only till December 31, 2022 and will accordingly be accessible on the website. Thereafter, no queries related to the issuance of CAT 2021 scorecards will be entertained.

ADMISSION PROCESS:

Please note that each IIM is independent to mandate their own eligibility criteria (including academic cut-offs and relative weights) and follow different selection processes. Performance in the CAT 2021 examination is an important component for consideration in the selection process. IIMs may also use the previous academic performance of the candidates, relevant work experience and other similar inputs in short-listing of candidates at various stages of the selection process. For more information, refer to the admissions policies of individual IIMs on their respective websites.

DISCLAIMER

Instances of any incorrect information or process violation detected at any stage of the selection process will lead to immediate disqualification of the candidate from the selection process and he/she will not be allowed to appear for CAT in future. If such instances go undetected during the current selection process but are detected in subsequent years, such disqualification will take place with retrospective effect. The Ministry of Human Resource Development (MHRD), Government of India (GOI) has established National Testing Agency (NTA) as an independent autonomous and self-sustained premier testing organisation for conducting efficient, transparent and international standard test in order to access the competency of candidates for admission to premier higher education institutions.

Sub: Inviting Online Applications for National Eligibility-cum-Entrance Test [(NEET (UG)] 2021 –Reg.

The National Testing Agency (NTA) is inviting Online Applications for NEET (UG) – 2021 for admission to the undergraduate medical courses in all medical institutions in India.

As per Section 14 of The National Medical Commission Act, 2019, the NEET (UG) has to be conducted as a common and uniform National Eligibility-cum-Entrance Test [(NEET (UG)] for admission to undergraduate medical education in all medical institutions, including those governed under any other law in force.

NEET (UG) – 2021 will be conducted in 13 languages i.e. English, Hindi, Assamese, Bengali, Gujarati, Kannada, Malayalam, Marathi, Odia, Punjabi, Tamil, Telugu, and Urdu.

In order to ensure that the candidate data is submitted fast, the Application Form for NEET (UG) – 2021 has been divided into Two Sets/Phases.

The first set of information needs to be filled up before the last date of submission of the Application Form online. The second set of information needs to be filled up by the candidates before the declaration of the Result/ downloading of Score Card during the period that would be notified separately through NEET (UG) Portal in due course. All candidates shall fill up each set of information of the Application Form at the respective time of availability. In the absence of filling up of any of the set of information, his/her candidature will be cancelled.

The ‘columns’ to be filled up in each set of information are available in the Information Bulletin as Appendix-XVII for the reference of the Candidates.

The NEET (UG) – 2021 shall consist of one Question Paper containing 180 Multiple Choice Questions from Physics, Chemistry, and Biology (Botany and Zoology).

Admission Procedure:

Admissions to all seats of Undergraduate Medical / Dental Courses will be done through NEET (UG) - 2021. The following are the seats available under different quotas:

i.              All India Quota Seats

ii.             State Government Quota Seats

iii.            Central Institutions/Universities/Deemed Universities

iv.           State/Management/NRI Quota Seats in Private Medical / Dental Colleges or any Private University

v.            Central Pool Quota Seats

vi.           All seats including NRI Quota as well as Management Quota, in private unaided/aided minority / non-minority medical colleges.

vii.          AIIMS Institutes across India/JIPMER.

Eligibility:

Eligibility for appearing in NEET (UG), as per related Regulations of NMC and DCI are as follows:-

i.              He/she has completed 17 years of age at the time of admission or will complete that age on or before 31 December of the year of his/her admission to the first year Undergraduate Medical Course.

Accordingly, the lower age limit shall as under:

For Candidates of General (UR)/General-EWS

born on or before 31.12.2004

For Candidates of SC/ST/OBC-NCL/PwD Category

ii.             The upper age limit for NEET (UG) is 25 years as on the date of examination with a relaxation of 5 years for the candidates belonging to the SC/ST/OBC-NCL category and PwBD Candidates.

NOTE: The upper age limit of 25 years as prescribed under the Regulations on Graduate Medical Education, 1997 vide amendment dated 22.01.2018, was challenged before the Hon'ble High Court of Delhi and the said upper age limit had been upheld vide judgement dated 11.05.2018 in W.P. No.1813/2018 & other connected matters. The said judgement dated 11.05.2018 was challenged before the Hon'ble Supreme Court of India in SLP (C) No. 14320/2018 & other connected matters when vide interim order dated 29.11.2018, candidates who are 25 years and above were provisionally permitted to appear in NEET-UG-2019 subject to the final outcome of the said matters. The Supreme Court thereafter, vide order dated 29.04.2019 had permitted the candidates to appear provisionally in the Counselling subject to the adjudication of the matters. The aforesaid matters are pending adjudication before the Hon'ble Supreme Court of India and the authorities shall abide by any order that may be passed for NEET-UG-2021.

Thus, the candidates above 25 years are provisionally permitted to appear and their candidature is subjected to the outcome of pending Petitions before the Hon'ble Supreme Court.

iii.            Indian Citizens/ Overseas Citizens of India (OCI) intending to pursue Undergraduate Medical Courses in a foreign Medical/ Dental Institute also need to qualify NEET (UG).

Criteria for NRI / OCI / Foreign Nationals

1.    Non-Resident Indians (NRIs), Overseas Citizen of India (OCI), and Foreign Nationals are eligible for admission in Medical /Dental Colleges subject to rules and regulations framed by the respective State Governments, Institutions and Government of India, as the case may be. The NRI and OCI Applicants / Candidates have to upload a Certificate from the concerned Indian Diplomatic Mission in the country of their residence in support of their claim as an NRI / OCI Candidate, along with their online application form for NEET (UG) 2021 and retain the original of such document for producing it at the time of Counselling / Admission to the Courses covered under NEET (UG). Similarly, a foreign applicant for NEET (UG) 2021 shall also upload Documentary Proof (e.g. relevant pages of a valid passport or a Certificate from Competent Authority in the country of his/her nationality regarding his/her citizenship status) in support of his / her Nationality, along with online application form. The Embassy Certificate and Citizenship Certificate or any Documentary proof of Citizenship are given in Annexure- XIV A and XIV B.

2.    Foreign nationals may confirm their eligibility from the concerned Medical/Dental/College/State.

3.    Eligibility of OCI cardholders for NEET (UG):

The Ministry of Home Affairs vide Notification dated 4th March 2021 specified the rights to which an OCI cardholder shall be entitled under the Citizenship Act, 1955. Clause (4) (ii) of the said Notification reads as under: “(4) parity with Non-Resident Indians in the matter of,- (ii) appearing for the all India entrance tests such as National Eligibility cum Entrance Test, Joint Entrance Examination (Mains), Joint Entrance Examination (Advanced) or such other tests to make them eligible for admission only against any Non-Resident Indian seat or any supernumerary seat: Provided that the OCI cardholder shall not be eligible for admission against any seat reserved exclusively for Indian citizens.” The above Notification provides the following Explanation: “The OCI Cardholder (including a PIO card holder) is a foreign national holding passport of a foreign country and is not a citizen of India.” Similarly, the PIO cardholder and foreign nationals shall not be eligible for admission against any seat reserved exclusively for Indian citizens.

How to Apply:

1.      Candidates can apply for NEET (UG) - 2021 through “Online” mode only.

2.      Submission of Online Application Form may be done by accessing NTA website https://neet.nta.nic.in. The Application Form in any other mode will not be accepted.

3.      Only one application is to be submitted by a candidate.

4.      Candidates must follow the instructions given in the Information Bulletin and on NTA website strictly. Candidates not complying with the instructions shall be summarily disqualified.

5.      Candidates must ensure that e-mail Address and Mobile Number provided in the Online Application Form are their own or parents only as all information/ communication will be sent by NTA through email on the registered e-mail address or SMS on registered Mobile Number only.

6.     Instructions for filling Online Application Form:

·         In order to ensure that the candidate data is submitted quickly, the Application Form for NEET (UG) – 2021 has been divided into Two Sets/Phases.

The first set of information needs to be filled up before the last date of submission of the online Application Form. The second set of information needs to be filled up by the candidates before the declaration of the Result/ downloading of Score Card during the period that would be notified separately through NEET (UG) Portal in due course. All candidates shall fill up each set of information of the Application Form at the respective time of availability. In the absence of filling up of any of the set of information, his/her candidature will be cancelled.

The ‘columns’ to be filled up in each set of information are available in the Information Bulletin as Appendix-XVII for your reference.

Download Information Bulletin and Replica of Application Form. Read these carefully to ensure your eligibility. In case a candidate is found to fill in more than one application, the Admit Card will be cancelled/withheld and his/her candidature will be forfeited for this/future examination.

·         Follow the steps given below to Apply Online:

Step-1: Apply for Online Registration using your Parents/Guardians or your own unique Email Id and Mobile No.

Step-2: Fill in the Online Application Form and note down the system generated Application No.

Step-3: Upload scanned images of candidate’s latest passport size photograph (jpg file size: 10 kb to 200 kb); post card size photograph (4”x6”) (jpg file size: 10 kb - 200 kb); siature (jpg file size: 4kb - 30kb); left hand thumb impression (jpg file size: 10 kb-200 kb) (in case of any eventuality of left thumb being unavailable, right hand thumb impression may be used.); Class X pass certificate (pdf file size: 50 kb to 300kb); category certificate (SC/ST/OBC/EWS etc.); (pdf file size: 50kb to 300kb) & PwBD certificate (pdf file size: 50kb to 300kb); Citizenship certificate/ Embassy certificate or any Documentary proof of Citizenship certificate in PDF format (file size: 50 kb to 300 kb), (pdf of all these documents should be in prescribed format/file of required size as mentioned against each). For photography, the focus needs to be on the face (80% face coverage, ears clearly visible, on white background).

Step-4: Pay the fee using SBI/Canara Bank/HDFC/ICICI/Paytm Payment Gateway through Debit Card/Credit Card/Net-banking/UPI/Wallet and keep proof of fee paid safely for future reference.

In case the Confirmation Page is not generated after payment of the prescribed Fee, then the candidate should approach the concerned Bank/Payment Gateway integrator (the helpline number and email given in Appendix- XVI of the Information Bulletin), for ensuring the successful payment. In spite of the above, if a successful transaction is not reflected on the Portal, the candidate may contact NTA Helpline. If the payment issue is still not resolved, the candidate may pay a second time. However, any duplicate payment received from the candidate by NTA in the course of said transactions will be refunded through the same payment mode through which the duplicate payment is received, after fee reconciliation by NTA.

·         Download, save and print copies of Confirmation Page after successful remittance of fee and keep copies safely for future reference.

·         All the above-mentioned 4 Steps can be done together in one go or at different times.

7.      Candidates are advised to regularly visit the NTA website and also check their e-mails/SMS for the latest updates.

8.      Candidates shall appear at their own cost at the Examination Centre on the Date and Timing indicated on their Admit Card issued by the NTA.

9.      Any request to change the Examination Centre, Date, and Time provided on the Admit Card shall not be considered under any circumstances.

10.   Candidates are advised to take 6-8 Passport size and 4-6 Post Card size (4” X6”) coloured photographs with white background. The photographs are to be used for uploading an Online Application Form, for examination, and also for Counselling/Admission. This is to ensure that the same photograph is used for all documents and all purposes related to NEET (UG)-2021.

Note:

1.    The final submission of the Online Application Form will remain incomplete if step-3 and step-4 under point 6 are not completed. Such forms will stand rejected and no correspondence on this account will be entertained.

2.    No request for refund of fee once remitted by the candidate will be entertained by NTA under any circumstances.

3.    The entire application process of NEET (UG)-2021 is online, including uploading of scanned images and documents, Payment of Fees, and Printing of Confirmation Page. Therefore, candidates are not required to send/submit any document(s) including Confirmation Page to NTA through Post/ Fax/ by Hand/Email.

Date of Examination: 12th September, 2021 from 02:00p.m. To 5:00p.m.
